Regional Rail Link was a landmark infrastructure project completed in 2015 and designed to remove major bottlenecks in the Victorian rail network, by untangling metropolitan and regional tracks as they travel through Melbourne’s west and into the heart of the city.
At 5.3 billion dollars it was Australia’s largest public transport project to date, jointly funded by the Australian and Victorian Government and delivered under the Nation Building Programme. As well as improving services, providing more rail and stations and boosting the economy, the Regional Rail Link project has also laid the foundations for future rail expansion.

BRM's involvement
Well before the major construction commenced, BRM was engaged by The Authority to provide search, fitout and relocation compulsory acquisition advice for each commercial parcel of land required for the project.
Reporting to the Valuer-General Victoria, Department of Transport (now Transport, Planning and Local Infrastructure), Regional Rail Link Authority, Pitcher Partners and Herbert-Smith Freehills, BRM submitted over 100 reports, and conducted in excess of 150 site visits and meetings over an intense three months and further three year contract.
Building on previous compulsory acquisition experience, BRM sensitively dealt with retail, industrial, commercial, Not For Profit and hospitality claimants together with state government and local council properties, providing The Authority with advice on costs, timing and the process required for the relocation of every business impacted by the Regional Rail Link.
Services included site visits and claimant meetings, initial and revised reports, Without Prejudice conferences and expert witness evidence. BRM engaged and co-ordinated specialist consulting services for interior and exterior planning and design, removalists quantity surveying, traffic engineering, feng shui guidance, building surveying and mechanical and electrical engineering.
